Director of Global Policy & Regulatory Affairs for Global Digital Finance (GDF) Elise Soucie

Elise is the Director of Global Policy & Regulatory Affairs for Global Digital Finance (GDF). Elise was formerly at the Association for Financial Markets in Europe (AFME) where she lead the Technology & Operations division’s Digital Assets and Data Strategy work. While there, she also worked closely with global standard setters, driving and guiding engagement between the capital markets industry and bodies such as the FSB and IOSCO. Prior to her work at AFME, Elise was in the public sector, working at the Financial Conduct Authority (FCA) in both their Technology, Resilience and Cyber Division and International Division. Notably she pioneered the FCA’s International Digital Assets Strategy in 2022 and led technical policy dialogue on DLT, Consumer Risks, Central Bank Digital Currencies (CBDC’s), and Decentralised Finance (DeFi), among other topics. Elise was named ‘Next Generation Leader of the Year’ at the 2022 Women in Finance Awards UK.

Katharine’s 20 year career has focused on disruptive global tech businesses across financial services, investment banking, hedges funds, asset managers and more recently blockchain/crypto. Having been involved in the digital assets space for over 5 years, she has worked with most of the ecosystem’s biggest names. Her experience includes recent senior roles at a crypto exchange, a tokenisation engine, a health-tech business, and a blockchain specialist cyber security provider, and she has been a repeat Non-Executive Director and board advisor for the last decade. As a multiple industry award winner, Katharine has co-authored a number of books on the topics of blockchain/web3, financial services, and leadership, and unsurprisingly she is regularly consulted by the press as a subject matter expert - recent coverage includes BBC World News, Reuters, Forbes, Wired Magazine, The Times, The Telegraph, and Inews. She can often be found on stage at a plethora of trade events, including IBM Internet Security Forum, Money2020, IFGS, and Paris Blockchain Week.

Head of Business Development at Citi Emily Turner

Emily Turner is Head of Business Development. In this role she is responsible for defining, incubating and launching new capabilities in areas of change that impact Citi, its clients and the market in which the firm operates.

Emily also oversees Citi's institutional strategic equity investing activity. As part of this work, she leads a team managing a portfolio of more than 200 investments in both incumbent and startup financial technologies as well as market infrastructure companies. Previously during more than 12 years at Citi, Emily has served as Head of Business Development for the firms institutional businesses, lead the UK operations of Citi Ventures and Co Led Citi's internal growth engine,D10X. Before joining Citi, Emily worked as a management consultant at McKinsey & company in London.

Regional Ambassador for the Association for Women in Cryptocurrency/Global Strategic Partnerships Innovation Compliance Lead for Citi’s Services business Kelly Moffatt

Kelly Moffatt is a Regional Ambassador for the Association for Women in Cryptocurrency and the Global Strategic Partnerships and Innovation Compliance Lead for Citi’s Services business.

Her coverage area includes advisory and regulatory engagement on digital assets, distributed ledger technology and artificial intelligence, as well as strategic partnerships and investments. Prior to joining Citi in 2022, she held the role of Head of Anti-Money Laundering and Counter Terrorist Financing (AML/CTF) Compliance for several of J.P. Morgan’s Irish regulated legal entities.
